Steve, at first I thought Huntsville, Alabama May 31st, 1975. But if you look closer you can see this picture was taken in a plane. Since he arrived in Huntsville the day before he had no business in a plane. That leaves us one alternative only; Charlston, West Virginia on July 11th, 1975.

It looks like some kind of law enforcement badge. We know Elvis was into that kind of stuff.

Also...

If you click on the second image to bring up the full-size version, the first three letters - POL - are clearly visible on the man's pocket above the emblem he's wearing. "POLICE"...?

Yes, definitively yes! He's receiving a police badge. It seems like he was getting one in each city he performed during the July tour.
