Yes he is paying tribute to Elvis by playing a bit with the myth & the stereotype, the image and the cliches, but no, I don't think he is being disrespectful at all, he is just being humorous toying with that.
P.S. Never seen the Robbie Williams one, I've read he is really crazy about Elvis. Maybe there's another nice video of his doing Elvis that you could share.
I don't know if you know the cd version, they start with words like...we gonna start with a...F, maybe that's a good way to start...or maybe a D...what do you think Ben...and at the end they are laughing about "thank you very much"...So I wasn't sure about the humorous toying. I would have uploaded it, but it's too big.
Robbie is a huge Elvis fan, before walking on stage to perform, he's "praying" to Elvis and on his arm he has a tattoo, saying: "Elvis - Grant me serenity"

About the Neil Young song, Neil has stated that as a teenager he idolized Elvis, and it was not just a 50's thing, that he liked his records all the way through '77. Interviewed by Guitare & Claviers Magazine, Young claims that the life of Presley had inspired some of his most famous songs such as "Hey, Hey, My, My". But he has always been critical (and that is his style of performing anyway) about the way his image has become pretty much a cliche in american mass culture. So I might call the song we're mention a loving irony maybe.
That song I posted is neither the first or the only time he talks about Elvis in a song, he was often seen wearing an Elvis T-Shirt on stage during his '89 US Tour. So in his Satruday Night Live appearance same year.

I like Neil Young and it would have changed my opinion on him.
I just came across this one...
Interesting reading about Neil Youngs` "He was the king"... I always wondered about that one.The first time I heard it I thought it sounded a bit like pi**-take....not so sure now. Like Miss Clawdy I`d be really disappointed if it was...plus I`d have to chuck out my neil young cds!
I think Raised On Rocks` description of "loving irony" probably describes it pretty well.
Thought I`d add this one to this impressive list of tributes and songs about our man Elvis.
Not sure if this qualifies as a "tribute" exactly..but you can certainly hear the Elvis influence in this version of "Blue Moon".
