If you look into Presidential Politics over the course of our history-this type thing is not that uncommon.(usually though the people are not under the influence of anything)
Over the last 40 years, since Watergate, it is usually not asked over the phone, nor where any "tape machines" might be running. (Come to think of it if Nixon had still been in office -perhaps Klein may have got some help).
I have called my own Senator a time or two and asked for help on family situations where the goverment is involved. If they can help they do-and if they can't-there aids get back to me and tell me "they will do all they can"
But anytime I've called the White House my "opinions are noted" and I am thanked for them by an operator. I have never been offered the chance to talk to any of the presidents who have been in office since I became aware of politics.

You are so right KPM. My sister-n-law worked as the 1st assistant to our Lt. Govenor. No one can fathom the things and the favors that people would call upon him to help with. After the first couple of years we quit being surprised over anything.....

I know Jimmy Carter loved his brother -but I'll bet he wished he was an only child during his White House years.
